You need to have Java installed on your machine to view the panoramas.

You can drag the panorama by cliking in it and drag the mouse, as can be done by clicking the yellow arrows. You can zoom in the panorama by sliding the green slide. You can also manipulate the panorama by cliking in the "searchlight" on the map.
